据报道，韩国的“栗谷李珥”号“宙斯盾”驱逐舰、“张保皋”级潜艇“李舜臣”号以及美国“洛杉矶”级核动力潜艇“安纳波利斯”号近日与美军核潜艇在济州以南海域举行了联合反潜作战演习。报道称，此次联演意在防范朝鲜军方水下渗透。
It is reported that the ROK's Aegis destroyer Yulgok Yi and Jang Bogo-class submarine Yi Sun-sin joined an anti-submarine exercise with the US Los Angeles-class nuclear-powered submarine USS Annapolis in the waters south of Jeju Island, which aims to prevent DPRK military's permeation into underwaters.
军事观察员周伟政认为，韩美此次演习虽然规模不大，但演练的内容、参演装备极具针对性。
Military observer Zhou Weizheng remarked that although this drill was not on a large scale, it featured seriously targeted contents and participating equipment.
从装备来看，“栗谷李珥”号是韩国综合性能最先进的驱逐舰，这次来参加反潜演习，体现了韩国的重视程度。从演习内容看，预计由“李舜臣”号潜艇充当假想敌，“栗谷李珥”号驱逐舰与“安纳波利斯”号核潜艇实施联合反潜。由于是在敏感海域举行，且针对特定对手，极有可能引起对方反制，加剧地区紧张局势。
From the aspect of the equipment, the participating ROK destroyer Yulgok Yi is among the most advanced integrated destroyers in this country, reflecting the weight of this exercise in their mind. As to the practical drill, the Yi Sun-sin simulated an imaginary enemy, while the Yulgok Yi and USS Annapolis conducted joint anti-submarine operations. Since the exercise was held in sensitive waters and targeted at a specific adversary, it is likely to lead to countermeasures, thus escalating regional tensions.
此前，韩美通过《华盛顿宣言》约定，美国对韩提供“核保护伞”，同意扩大韩美核危机磋商范围及力度，建立“核磋商小组”机制，新增韩美军事训练和模拟演习，增加朝鲜半岛周边的美战略资产部署。
The earlier Washington Declaration agreed between the US and the ROK stipulates that the former will provide nuclear protection to the latter, and the two sides agree to extend nuclear crisis negotiations and strengthen joint military exercises and simulative drills, and accelerate US strategic asset deployment around the Korean Peninsula.
周伟政指出，今年7月27日是《朝鲜停战协定》签署70周年纪念日，半岛和平局面来之不易，各方本应吸取历史教训，珍惜和维护地区和平，但美国却反其道而行之，通过组织一系列军演，派遣所谓的战略力量到半岛周边。
Zhou indicated that July 27, 2023 marks the 70th anniversary of the endorsement of the Korean Armistice Agreement, and the peaceful status of the peninsula has not come easily. All parties should have drawn lessons from history and cherished regional peace. However, the US has acted in a diametrically opposite way by organizing a series of military exercises and dispatching so-called strategic forces to the surrounding areas.
美国近期不断拉拢韩国、推高地区紧张局势，根本目的是深度捆绑韩国，为其“印太战略”服务。“美国一方面故意制造对立，在军事上刺激朝鲜，制造半岛紧张局势，另一方面加强与韩国的捆绑，加深韩国对美国的安全依赖。”周伟政分析。
The US has recently been wooing the ROK and pushing up regional tensions, with the fundamental purpose of deeply binding the country to serve its Indo-Pacific strategy. Zhou analyzed that on the one hand, the US deliberately creates confrontation and stimulates the DPRK militarily to escalate peninsular tensions, and on the other hand, it strengthens ties with the ROK to deepen the latter's security dependence on it.
日前，韩美双方还举行了军工技术会议，计划签署双边供应安全协议，以便美国和盟友相互迅速供应军工资源。韩美意在促进互相开放军工市场，加大军贸军援以及合作开发军事装备的力度。
A few days ago, the ROK and the US also held a military technology meeting for an agreement on bilateral security of supply arrangements to facilitate a quick supply of military resources from the US and its allies. The two countries intend to promote the mutual opening of military markets and reinforce military trade and assistance as well as cooperation in the development of military equipment.
周伟政认为，美国计划利用韩国发达的造船、半导体等工业体系，扩大军工产品的采购和保障渠道，从长远看，此举可以对驻日、驻韩美军装备维护发挥更大作用；从眼前看，能帮助美国解决援乌军事装备，特别是弹药供应的问题。而韩国则是想通过这一协议，进一步获得美国军事装备技术援助，提升自身军事实力，同时拓展军事出口贸易，在国际军火市场占据更大份额。
Zhou pointed out that the US plans to expand the procurement and safeguards channels of military products by resorting to the developed shipbuilding, semiconductor and other industrial systems of the ROK. In the long term, this will play a greater role in the equipment maintenance for the US forces stationed in the ROK and Japan. And in the short term, it can help the US cope with the issue of military equipment aid to Ukraine, especially the ammunition supply. And the ROKwishes to further obtain military equipment technology assistance from the US through this agreement, so as to enhance its military strength and expand military exports for winning a larger share of the global arms market.
但是，韩美签订相关协议，加速军事勾连，却会进一步增加地区安全冲突风险。美国表面上给韩国提供一些军事技术合作项目，给韩国一些军工订单，背后却要把韩国的整个军工实力纳入美国的后勤装备体系，增加美国推行大国对抗的筹码。
However, relevant agreements and accelerated military collusion between the two sides will further exaggerate the risk of regional security conflicts. On the surface, the US provides the ROK with some military technology cooperation projects and military trading orders, but its real purpose is to incorporate this country's entire military strength into its own logistics support system, in a bid to increase the leverage for great power confrontation.
“韩国当下可能会获得一点利益，但如果被彻底绑上美国的战车，未来可能会失去国际战略腾挪空间，甚至被推到大国对抗的前沿，陷入危险境地。”他指出。
Zhou pointed out the ROK may gain some instant benefits, but if completely hitched to America's chariot, it may lose maneuvering space for future international strategies, and even be pushed to the forefront of great power confrontation and fall into a dangerous situation.
