GENEVA, Feb. 28 -- Sun Xiaobo, director-general of the Department of Arms Control of the Chinese Ministry of Foreign Affairs, spoke on February 26 at the Conference on Disarmament (CD) High-Level Segment in Geneva, calling on all parties to uphold the concept of "a Community with a Shared Future for Mankind" and promote the international arms control and disarmament process.
日内瓦2月28日电 中国外交部军控司司长孙晓波26日在日内瓦裁军谈判会议（裁谈会）高级别周会议发言，呼吁各方秉持人类命运共同体理念，推进国际军控裁军进程。
Sun pointed out that while the current international strategic security situation is facing brand-new challenges, the country having the most powerful military strength, to seek absolute advantage for itself, repeatedly breaks the treaties, withdraws from various organizations, and wantonly engages in exclusive cliques, severely disrupting the strategic balance and stability.
孙晓波说，当前国际战略安全形势面临全新挑战，军事实力最强的国家为谋求自身绝对优势，一再“毁约退群”，大搞集团性小圈子，严重破坏战略平衡与稳定。
Sun emphasized that in the face of the current tough international security situation, there should be proactive actions taken at the CD.
First, all parties should abide by multilateralism and pursue common security. The appeal of non-nuclear-weapon states for being free from the threat of nuclear weapons is legitimate and reasonable, and a consensus on the issue of non-nuclear security has been reached broadly. The CD, therefore, should set forth a roadmap or time schedule, making it codified in an international legal instrument as early as possible. Second, all parties should uphold the consensus reached on nuclear disarmament and promote the nuclear disarmament process. The country with the largest nuclear arsenal ought to continue to perform its unique and priority obligations. Nuclear-weapon states should sign treaties on no-first-use of nuclear weapons against each other through negotiations, or issue political statements in this regard. Third, all parties should holistically balance the development and security, and oppose "decoupling and supply-chain disruption". The international society should enhance cooperation to establish an anti-proliferation and export control order of universal participation and non-discrimination. The effort aims to address the global security challenge while ensuring the equity of developing countries to enjoy the fruits of scientific and technological advancement. Fourth, all parties should emphasize the formulation of international rules for the response to emerging scientific and technological challenges such as artificial intelligence (AI), outer space, and cyber space. Fifth, all parties should facilitate compliance in the biochemical field and safeguard the authority of the arms control treaty system.
孙晓波表示，面对严峻的国际安全形势，裁谈会应积极主动作为。一是要恪守多边主义，实现共同安全。无核武器国家要求免除核武器威胁的诉求正当而合理，无核安保问题已具有广泛共识，裁谈会应明确路线图或时间表，早日就此达成国际法律文书。二是维护核裁军共识，推进核裁军进程。拥有最大核武库的国家应继续履行特殊、优先责任。核武器国家应谈判缔结“互不首先使用核武器条约”或就此发表政治声明。三是统筹发展和安全，反对“脱钩断链”。国际社会应加强合作，建立普遍参与、非歧视的防扩散、出口控制秩序，有效应对全球性安全挑战，同时确保发展中国家平等享受科技进步成果。四是重视国际规则制定，应对人工智能、外空、网络等新兴科技挑战。五是推进生化领域履约，维护军控条约体系权威。
Sun stated that the Chemical Weapons Convention (CWC) prescribes the purpose and objective of complete prohibition and thorough destruction of chemical weapons. According to the Convention, Japan should complete the destruction of the chemical weapons abandoned by Japan in China (Japanese ACWs) no later than 2012. However, the task was overdue four times, with less than a quarter of the around 400,000 Japanese ACWs found so far having been destroyed. The Chinese side urges the Japanese side to earnestly fulfill its international obligations, clean and thoroughly destroy the ACWs as soon as possible, and return a pure land to the Chinese people.
孙晓波说，完全禁止、彻底销毁化学武器是《禁止化学武器公约》的宗旨和目标。公约规定日本应最迟于2012年完成遗弃在华化武销毁，但销毁工作已四度逾期，迄今发现的约40万枚日遗化武仅销毁不到四分之一。中方敦促日方切实履行国际义务，尽快干净彻底销毁遗弃化武，还中国人民一片净土。
Sun said that China's national defense development has always focused on meeting the legitimate needs to defend its own security as well as contribute to the world's forces for peace. China is ready to work with all parties to uphold the authority of the CD, adhere to the principle of consensus, and promote the CD's substantive work at an early date.
孙晓波表示，中国的国防建设和发展，始终着眼于满足自身安全的正当需要，始终是世界和平力量的增长。中方愿与各方一道，维护裁谈会权威性，坚持协商一致原则，推动裁谈会早日开展实质性工作。
