国防部：菲方裹挟相关国家借安全合作之名 行侵权挑衅之实

MND: The Philippine Side Co-opted Relevant Countries to Make Provocations in the Name of Security Cooperation

9月24日下午，国防部举行例行记者会，国防部新闻发言人蒋斌大校答记者问。

记者：据报道，菲律宾近日拉拢部分国家组织东盟防长扩大会海上安全专家组实兵演习，相关演习区域位中国黄岩岛附近海空域。请问对此有何评论？

Question: It's reported that the Philippines recently rallied some countries to conduct a field training exercise under the ADMM-Plus Experts' Working Group (EWG) on Maritime Security near China's Huangyan Dao. Do you have any comment on this?

蒋斌：东盟防长扩大会是各国增进互信合作、维护地区和平稳定的重要平台。菲方利用担任海上安全专家组共同主席国的机会，全然不顾协商一致原则，裹挟相关国家在中国黄岩岛附近海空域搞联合军演，借安全合作之名，行侵权挑衅、煽宣炒作之实，严重破坏地区和平稳定，同“共护和平、共促发展”的地区共识背道而驰。

Jiang Bin: The ADMM-Plus is an important platform for countries to enhance mutual trust and cooperation and to safeguard regional peace and stability. Taking advantage of its role as co-chair of the EWG on Maritime Security, the Philippine side has put aside the principle of consensus through consultation and co-opted relevant countries into conducting a joint military exercise in areas near China's Huangyan Dao. The exercise is in fact a provocation and propaganda in the name of security cooperation. It will only disrupt regional peace and stability and runs counter to the regional consensus of jointly preserving peace and promoting development.

黄岩岛是中国固有领土，中国对黄岩岛及其附近海域拥有无可争辩的主权、主权权利和管辖权。我们敦促菲方停止拙劣闹剧，放弃侵权妄想，切实履行主席国职责，为推动地区国家对话合作、维护南海和平稳定发挥建设性作用。

Huangyan Dao is an inherent part of China's territory. China has indisputable sovereignty, sovereign rights and jurisdiction over Huangyan Dao and its adjacent waters. We urge the Philippine side to end this clumsy farce and stop coveting China’s territory. It should fulfill the responsibilities of EWG co-chairs, and play a constructive role in promoting dialogue and cooperation among countries in the region and safeguarding peace and stability in the South China Sea.
