Military steps up protection of immovable cultural heritage in barracks

BEIJING, December 1 -- The Logistic Support Department of China's Central Military Commission (CMC) and the State Administration of Culture Heritage have recently made joint deployments and released new rules to step up the preservation of immovable cultural heritage in military barracks.

The new rules set specific requirements on the survey, registration, daily management, preservation and restoration of the cultural heritage to comprehensively improve the preservation and utilization of immovable heritage in China’s military barracks.

Military barracks possess a wide variety of immovable cultural heritage, including ancient cultural sites, ancient tombs and architecture, stone inscriptions, important historic sites and representative architecture of contemporary times, and revolutionary cultural relics. They make an important part of China’s historical and cultural legacy.

The new rules make specific requirements for protective measures. For instance, “immovable cultural heritage in barracks shall not be dismantled without permission. Military units shall avoid immovable cultural heritage when planning for and carrying out barrack construction. Should such construction involve the scope of cultural heritage protection or the area of controlled construction, the units shall solicit the opinion of cultural heritage authorities in advance and obtain relevant approval according to laws and procedures”.

Provisions are also made on how to increase the funding to strengthen cultural heritage protection and how to intensify supervision and inspection to prevent disaster hazards.

Moreover, the new rules also mention that relevant military units will organize open-day activities, visits or exchanges to regularly or partially open up the barracks where immovable cultural heritage sites are located as venues for patriotic education, so as to serve the public better.
