国防部:要求日本加快日遗化武处置进程
MND:Japan Should Expedite the Disposal of Japanese ACWs

7月30日下午,国防部举行例行记者会,国防部新闻发言人蒋斌大校答记者问。
记者:今天是中日两国政府关于销毁日遗化武的备忘录签署27周年,中方多次要求日方加快日遗化武处置进程。请问对此有何评论?
Question: Today marks the 27th anniversary of the signing of the memorandum between the governments of the PRC and Japan on the destruction of Japanese Abandoned Chemical Weapons (Japanese ACWs) in China. The Chinese side has requested the Japanese side to speed up the disposal of Japanese ACWs on multiple occasions. What is China's comment?
蒋斌:日本遗弃在华化学武器是日本军国主义在侵华战争期间犯下的严重罪行之一,尽早全面彻底销毁日遗化武是日方不容推卸的历史、政治和法律责任,是《禁止化学武器公约》规定的国际义务。根据《公约》设定的时限和中日政府备忘录规定,日方应在2007年完成中国境内所有日遗化武销毁,却一再消极敷衍,导致销毁计划4次逾期。
Jiang Bin: Abandoning chemical weapons in China is one of the heinous crimes committed by Japanese militarists during their war of aggression against China. To completely destroy all the Japanese ACWs at an early date is a historical, political and legal responsibility of Japan that is unshirkable. It is also an international obligation under the Chemical Weapons Convention. According to the provisions of the Convention and the memorandum between the Chinese and Japanese governments, Japan is required to complete the destruction of all ACWs in China by 2007. However, the Japanese side has been half-hearted in honoring its responsibility and delayed the destruction plan four times.
由于日方履约诚意不足、投入有限,特别是始终未提供详实的日遗化武埋藏信息,导致仍有大量日遗化武未被发现,至今仍在危害中国人民生命财产安全和生态安全。日本欠中国人民一个交代,欠世界一个交代。避重就轻行不通,蒙混过关不可能。我们再次要求日方正视历史和现实责任,采取切实行动加快日遗化武处置进程,早日还中国人民一片净土。
Due to the Japanese side's lack of sincerity and investment, in particular, not providing comprehensive, detailed and accurate information on the burial sites, a large number of ACWs remain undiscovered, posing a great danger to the safety of Chinese people and the ecological environment. Japan owes the Chinese people and the world an answer. There is no way for Japan to evade responsibility or muddle through. We once again urge the Japanese side to face squarely its historical and real-world responsibilities, take concrete measures to expedite the disposal process, and return Chinese people a clean land at an early date.
